About Our Founder
Heather Tolly brings more than 20 years of experience in Human Resources and recruiting, supporting organizations ranging from small businesses and start-ups to large, publicly traded companies. Her experience spans both public and private sectors, with deep expertise in employee relations, recruiting, compliance, HR operations, organizational growth, and risk management.
Heather spent approximately 15 years of her HR career in Southern California, gaining extensive experience navigating California's complex employment and regulatory environment. Now based in Franklin, Tennessee, she brings that experience and perspective to businesses throughout Middle Tennessee and across the country.
Throughout her career, Heather saw a recurring challenge: small and growing businesses often need sophisticated HR expertise but aren't yet at the stage where a large internal HR department makes sense. Without the right guidance, companies can struggle with hiring, employee performance, compliance, policies, organizational structure, and the people-related risks that come with growth.
That gap inspired Heather to create Allegiant Resource.
Today, Allegiant Resource provides strategic HR consulting and recruiting services designed to give growing businesses access to experienced, practical HR support without the overhead of building a large internal HR function. We work as an extension of our clients' businesses—asking the right questions, understanding their operations and goals, identifying risk, and developing solutions that support their people and their growth.
Heather holds a Bachelor's Degree in Business Administration with a concentration in Human Resource Management from California State University, Fullerton and holds both the PHR (Professional in Human Resources) and SHRM-CP (SHRM Certified Professional) certifications.
